Understanding the Impact of Measure S in Lemoore California

Measure S is a legislative proposal that holds significant implications for the City of Lemoore. As a small but vibrant community, Lemoore is no stranger to changes and challenges. Measure S aims to address some of the pressing issues facing the city, particularly in areas such as public safety, infrastructure, and community services. The measure proposes an increase in local sales tax by 1%, equating to 1 cent for every $1 spent by consumers, which would generate additional revenue for the city’s budget.

Financial Impacts: How Measure S Will Affect Local Budgets And Taxes

The measure has sparked a spirited debate, highlighting differing perspectives on how best to balance economic vitality with public well-being. In its decision to add Measure S to the November general ballot, the Lemoore City Council has said that the choice was made largely due to the current revenue has not been sufficient to keep up with city needs, despite multiple steps to reduce spending, including freezing vacant positions and eliminating departments. They believe that the proposed sales tax is the only long-term solution that will produce the significant revenue need to support the city’s current fiscal needs.  Local government might face significant budgetary pressures without the success of Measure S. 


City officials have said that they have been working to boost city revenue through increased commercial activities and revenue from taxing cannabis businesses who have come into the area. These past measures have helped with the financial deficit “but have not solved the problem.” Additionally, it is also important to note that out of all cities within California, there are only 31 without a city-imposed district sales tax. Two of these California cities include Lemoore and Hanford, both of which have local tax measures on their November ballots.


The 1% district sales tax for Lemoore, if passed may help to quality the City for some State and Federal funds matching programs to help with street and pothole repairs. The measure must be approved by 50% +1 vote from local voters on the November ballot to pass, and if passed, the new district tax on goods and services within the City of Lemoore would begin on or around April 1, 2025.


Without the additional proposed funding generated from Measure S, the City of Lemoore believes it is faced with drastic cuts to city services, including City staff layoffs to the City Police force and Recreation Staff which are funded by the City’s General Fund. Additionally, they predict elimination of city Recreation Services, outsourcing of the Waste and Refuse Division, city hiring freezes, and pay reductions and furloughs for several key city positions.
